I guess 'promises' or 'threatens' reveals a point of view. On the RNZ homepage today:

National promises random drug testing for beneficiaries The party says it wants to make sure jobseekers are "ready for work.

And, of course, there's the whole pretence that there are jobs available for those trying to be employed.

I don't want my taxes spent on this kind of idiocy.
